I check if the sticker sits on top of another code or looks freshly placed. Official apps beat random QR pages.
If you already paid a wrong page, use your bank’s official dispute process and note the location for local reporting if relevant.
Photographing the meter (without plate numbers in frame) helped me remember details later.
